snippet of my thesis made at calarts from cryengine. the heavy contrast / glitch look is achieved by a particle effect using the built-in particle editor. It's really heavy on performance, maybe 15-20 frames. So it's probably not practical for most purposes but I thought it was a pretty cool filter effect.
